This is primarily due to the fact that higher education has developed in many Islamic countries in isolation from social and economic development in these countries. Taking into account the mentality of the majority of Islamic countries and the initial basis for the development, this situation is not surprising.

A conceptual framework for understanding knowledge based economic development is needed. The academic system, essentially public universities and institutes of higher education, carries out key functions in the knowledge-based economy, including knowledge production, transmission and transfer.
Minister of Science, Research and Technology (MSRT), Prof. Faraji Dana , in a meeting with Afghan ambassador to Tehran, underlined the expansion of mutual cooperation in the scientific and research fields between Iran and Afghanistan. “In view of the fact that a sum of 510 Afghan university students are studying in Iran and also according to Istanbul process Tehran has been commissioned as in charge of reconstruction of Afghanistan’s science and technology sectors, therefore we hope that the meetings between higher education officials of Iran and Afghanistan will result in consolidation of scientific relations between the two countries,” the Iranian science minister, Faraji Dana, said. The Iranian minister added that Iran is committed to fulfill its commitments for boosting further research and scientific cooperation with Afghanistan.
